Exploration is expensive but costs can be minimised by setting up an exploratory unit either in an existing research institution or in a rented house with garden space for the erection of shade houses, planting of test plants and rearing of insects. The location of the base will depend on whether the weed has a broad geographic range covering several countries or a narrow range within one country. The base need not be permanent and it may be economical to have the exploratory unit based in different countries at different times of the year or during different years.

It is essential to procure transport or to purchase or hire a vehicle for surveying. For aquatic weeds, the acquisition or hire of a boat may be necessary.
