Discount rates are used to reflect opportunity cost considerations and
time preferences of costs and benefits. Clearly, the chosen discount
rate, whether it is (say) 2% or 10%, can have an important effect on the
calculated net social benefit (or loss). For instance, high discount rates are biased against projects with long-term
benefits and minimise the apparent impact of long-term environmental damage.
